AP Issued Notification on Land Pooling for Capital City in 29 Villages



  Andhra Pradesh government notified the Capital Region Development Authority (CRDA), officials said cultivation will not be allowed in the proposed 30,000 acres across 29 villages for the next season, where the new capital under the Land Pooling Scheme (LPS) will be built.

Officials said except for around 4,000 acres in 29 villages of Guntur, farmers grow multiple crops on the land. "Prohibition of next crop will be part of the rules to be framed under the LPS scheme as farmers will be allowed to sell only their current crop when they get the yield," told agriculture minister P Pulla Rao



"This rule will be either part of the CRDA Act or a separate notification will be issued as we will be paying the farmers tenant rent for their land every year," he said. However, farmers will be allowed to sell teak trees in their land before it is taken over by the government. 


The government took this decision keeping in mind that tenant farmers might also end up tilling the land, despite it being taken over by the government. 

As part of LPS, the farmers will be divided into two main categories, namely non-assigned lands and assigned lands. These two categories are further classified into dry lands and highly fertile lands, adjoining the river stream (Jareebu lands). The farmers will get 1,000 yards of residential plots, 200 yards of commercial plot in non-assigned (private) dry lands after the land is taken over by the government on a acre basis. From Jareebu land, they will get 1,000 yards of residential, 300 yards of commercial plot per acre after development once the pooling process is completed. But they will not be allowed to grow crops there. 

In the assigned dry land category, farmers will get 800 yards of residential, 100 yards of commercial plot. In the Jareebu land category, farmers will get 800 yards of residential and 200 yards of commercial plots. For the dry land, the government will pay an yearly rent of Rs 30,000 and Rs 50,000 for Jareebu land for 10 years. Every year, there will be an increase of Rs 3,000 and Rs 5,000 respectively in the rent, sources said. 

As soon as the farmers give their land to the government they will get legally valid receipts and within nine months, the land pooling ownership certificates will be handed over. Plots will be allotted near the land they have given on lottery basis. If one farmer gives land at different places, he or she will be given plots category-wise at the same place. List of farmers who will get plots will be announced officially. The list will also be amended after all the objections are looked into. The AP government will also request the Centre to give income tax exemption to farmers. 

As per the LPS, farmers can come forward for the pooling as a group and the rule applies to small and big farmers. About 30 deputy tehsildars, deputy collectors from revenue department will start negotiating with farmers. The government has fixed 1,000 to 1,400 acres as one unit.

    The Andhra Pradesh Capital Region Development Authority Act, 2014 has come into force with effect from 30th day of December, 2014 by virtue of notification published in the Extra-ordinary issue Andhra Pradesh Gazette, dated:30.12.2014.

    The new capital is to be built in 122 square kilometres (47 sq mi) in Guntur district, on the banks of the Krishna River. It will be 12 km south-west of Vijayawada city and 20 km north of Guntur City. It would comprise 17 villages in six sectors. Three of the villages, namely, Kuragallu, Neerukonda, Nidamarru are in Mangalagiri mandal, while 14 villages, namely, Abbarajupalem, Borupalem, Dondapadu, Lingayapalem, Mandadam, Malkapuram, Modulingayapalem, Nekkallu, Nelapadu, Rayapudi, Sakamuru, Thullur, Uddandarayapalem and Velagapudi are in Thullur mandal. It would be built in 7,068 square kilometres (2,729 sq mi) of area.

    NOTIFICATION

    The Government of Andhra Pradesh here by notify the Crops and areas (District- wise) during Rabi 2014-15 to implement Modified National Agricultural Insurance Scheme (MNAIS) in the 13 districts of the state wide Annexure I to VI, Table I, 1.a, Statements 1 to 13 of district wise / Crop wise Insurance Units and Proformae A &B for 7 districts under village as Insurance unit appended to this order.

    Further, settlement of the Claims as per the M.N.A.I.S Guidelines and Administrative approval of Government of India with the Condition that, the indemnity Claims will be settled on the basis of yield data furnished by the State Government based on requisite number of crop cutting experiments (CCEs) conducted under General Crop Estimation Survey (GCES) and not on any other basis like Anavari / Paisawari certificate/ Declaration of drought /flood. Gazette notification etc., by any other department/Authority.
    The Commissioner and Director of Agriculture, A.P., Hyderabad shall take further necessary action in the matter.

    AP govt to distribute LED bulbs at Rs 10 each

    Farmers of the above said mandals who met the eligibility conditions for the AP Crop Loan Waiver Scheme which is called AP Runa Mafi can check their name in the Runa Mafi List which is scheduled to be declared on or after 10th November 2014. The AP Runa Mafi Lists are supposed to be hanged at the bank official websites. State Bank of India (SBI), SBH, Cooperative Banks will soon publish their customers (farmers) list those are eligible for AP Crop Loan Waiver.
